There are only 3 ways to get a discount on WDW tickets:
US Military: Through any MWR office including the one on site at Shades of Green
FL Resident: At any ticket office or online (proof of residency required).
AAA Members: At your local AAA office and I believe online.

If you get a Disney Vacation Package you can get a pretty excellent deal.
Disney has free transportation to and from the airport and within Walt Disney World. You won’t have to get a rent a car.
Disney has Value Resorts, which aren’t too expensive. I’d recommend the Pop Century resort.
There are many hotels “off-property” that have free shuttle service, but it can be very time consuming and not very convenient. Most of the shuttles stop at more than one hotel. It took my family and I an hour to get to the TTC (Transportation and Ticket Center).
When we wanted to return to the hotel, it was raining and we had to stand out in the middle of the parking lot waiting for the bus. Once it came, there wasn’t enough room for everyone and we had to wait another 30 minutes for the next bus!

Your best bet is probably a Disney hotel if you have no car. Disney will pick you up for free at the airport and you can use their free transportation to all the parks (and everywhere else on property). There are several other hotels that provide their own free shuttles, but they are nowhere near as excellent as Disney’s. The one time we chose to do that, we rented a car the second day because it was so terrible. I really don’t recommend that.
To go as cheap as possible, check out the value resorts. Pop Century is generally the best-rated, but all are ok. They are just very basic hotels. If you want to stay somewhere nicer, you can save lots of money by staying off-property – but of course, you are back to the driving problem.
Discounts on tickets are basically non-existant. If you don’t live in Florida or are not military, you have just some very minor discounts available. I would personally only buy from an authorized dealer, because you can’t tell by looking if the tickets are excellent. You can only check them at the parks.
